Dear AmCham members! 

This is November issue of AmCham Tajikistan Newsletter.
The following is a review of some important events for November 2010: 

November 15, 2010 – Doing Business 2011: Tajikistan is among the 10 most-improved economies.
World Bank and IFC, in partnership with the Government of Tajikistan held a presentation and discussion with policymakers, donors, and business leaders on the results of the World Bank Group’s Doing Business 2011 report.  

Between June 2009 and June 2010, Tajikistan improved in three of the 9 areas measured by the report: starting a business, protecting investors, and paying taxes.  Tajikistan’s position is 139 out of 183 countries, with particularly low scores on indicators for Dealing with Construction Permits, Getting Credit and Trading across Borders. And finally, Tajikistan lowered its corporate income tax rate from 25 to 15 percent. 

Although, Ms. Matlyuba Uljabaeva mentioned a few corrections on the draft, which include increase of days from 25 to 27, meanwhile the program remain the same.  Due to this Tajikistan took only 139, rather than a higher position.  Moreover, on the previous reports Tajikistan was on the 152 position last year and at the now it is on the 149 position. Besides Ms. Uljabaeva pointed on wishes from members of associations to provide forms in Russian language, as well as hold trainings for entrepreneurs.   

AmCham Tajikistan meets with UK Ambassador.  November 19, 2010. The Chairman of AmCham Tajikistan, Mr. Nazir Sharipov was invited to participate at the informal breakfast-meeting with the World Bank group and UK Ambassador Mr. Travor Moore.  The informal meeting was dedicated to the report on Doing Business 2011.  

AmCham in the panel session of the Coordination Counsel of Business Association. November 26, 2010 was held open 25-th session of the Coordinating Council of Business Association. Besides the review of the past meetings of the Coordinating Council and the report of Doing Business 2011 – representative of IFC Mr. Loranzo Constantine, was presented successful experience of the Association “TATSAID” – the Chairman Mr. Mustafa Beyaz.  It was mentioned that “TATSAID” successfully operates in the Republic of Tajikistan.  Moreover, Mr. Beyaz notified about the international business forum planed in 2011.  

Executive Director of AmCham Tajikistan participates in the Fellowship in Washington DC, October – November 2010. Executive Director of AmCham Tajikistan, Ms. Firuza Rahimova participated in the Program for Young Leaders from Central Asia, Caucasus and Afghanistan at John Hopkins University funded by Donald Rumsfeld Foundation.  

There were 8 participants from Central Asia and Caucasus. The Program included series of meetings with policy makers – Senate, Supreme Court, Pentagon, Department of State, mass media, think tanks, scholars to find out how Washington DC works, how opinion is shaped and decisions are made. The detailed reports from Fellowship were received by AmCham members during the Program. Certificates on completion were rewarded to the participants. 

Within the framework of the Program Executive Director of AmCham also visited US Chamber of Commerce to create the linkage and strengthen cooperation with US Chamber. Several issues including accreditation, structure of activity, lobbying efforts, interaction with governmental bodies. Another important meeting was with Mr. Ambassador of the Republic of Tajikistan in the USA Abdujabbor Shirinov. During the meeting the importance of the Associations as AmCham was discussed and future support and cooperation were promised for AmCham by the Tajikistan Embassy.
