August issue of AmCham Tajikistan Newsletter, with highlights of the most important events.

August 4, 2010. AmCham meeting with the representative of Ministry of Economic Development on Free Economic Zones

AmCham Chairman Mr. Shariov Nazir had a meeting with the representative of the Ministry of Economic Development and Trade of the Republic of Tajikistan Ms. Tuhktasinova Gulchehra, department of Free Economic Zones (FEZ). Several issues, including the functioning of FEZ, their location, territory and regime were discussed during the meeting. According to the Resolution of the Government four FEZ are created: Sughd (in Sughd oblast) with total area of 320 ha, Ishkashim (GBAO) 200 ha, Dangara (Dangara)- 242 ha and Pyanj (Kumsangir)- 400 ha. Free Economic Zones are of two types: Sughd and Dangara – industrial and innovative zones, Ishkashim and Pyanj trade industrial zones. To this day the Heads and administration of three zones Sughd, Pyanj and Ishkashim are approved and currently these zones started their activity. Dangara Head is in the process of consideration. Moreover each of these zones has its own Charter. Mapping and legal land allocation is in the process of approval. During the meeting was mentioned that currently the amendments improving the Law are disseminated among the related ministries and agencies for commentaries and proposals. USAID Business Environment Improvement Project kindly presented to AmCham Tajikistan the Legal Analysis of Free Economic Zones. Asia Plus, AmCham member also provided the analysis and interview with the Deputy Minister of Ministry of Economic Development Mr. Davlatzod on Free Economic Zones.

August 12, 2010. Children Drawings Exhibition.

Fermata Arts Foundation has contacted American Chamber of Commerce in May of 2010 to find the support in providing the Exhibition o Children’s Drawings "Let's Build a Roof over the World". AmCham recommended its members to sponsor this event. The day before the opening of the Exhibition AmCham Executive office had a meeting with Sean Cummings, Director and Yelena Synkova, Communications Director of Fermata Arts Foundation. The ways of future cooperation were discussed during the meeting. Finally in Tajikistan, August 12 of 2010 there was an opening of the exhibition. Sponsors AmCham members are Babilon – T, Hyatt Regency Hotel and Hamal – T. Other sponsors are UNESCO Tajik Artist's Union, Somon Air.
August 18, 2010. Business Environment Enabling (BEE) Working Group meeting.

The purpose of the meeting was the discussion of the draft law on Permission system of the Republic of Tajikistan. One of the ways to enhance the business activity is removal of administrative barriers, including reduction of different types of permission documents. According to the analysis provided by International Finance Corporation (IFC) businesses face 607 (!) permission documents, but after close work with the Government of RT more than hundred of them were canceled, this activity is still in the process of improvement. The meeting was held in IFC office with participation of donor community, associations and representatives from State Investment Committee.
August 26, 2010. Free Marker Club Discussion.

The main theme of the discussion was the investment climate of Tajikistan and Impact of financial crisis to Tajikistan economy. The brief information was provided by Mr. Hasanov Munim, Head of economics and finance chair of State institute of qualification improvement. Experts from Regional Trade Liberalization and Customs Projects shared their opinion on access to WTO, overall trends in trade. Articles and interviews.

One of the aims of AmCham is protection of its members’ interests. Recently the ministry of finance and tax committee of the republic of Tajikistan came up with the initiative to introduce the excise tax on mobile services. AmCham having among its members the representatives from this sector expressed its opinion on this “novelty” series of articles were published in local newspapers: Asia – plus, Millat and interviews in Radio Freedom and K+ (Stan TV).

Dear AmCham members!
We have some changes among our members. We are happy to inform that Mr. Sharipov Nazir was promoted to the position of the President of Tethys Petroleum Tajikistan. Ms. Azalia Dairbekova was promoted to the position of the President of Eurasia Foundation of Central Asia. Mr. Paul Hamlin left Tajikistan with the new assignment within FINCA International. Mr. Alexander Savchenko is also leaving Tajikistan. We wish all of you good luck in your undertakings and thanks for support you have provided to AmCham Tajikistan!
